Director of National Intelligence Shake-Up: Banker Takes The Helm

President Trump just handed one of America’s most sensitive national security jobs to his housing finance chief — and he’s keeping both roles simultaneously.

Story Snapshot

  • Trump appointed Federal Housing Finance Agency (FHFA) Director Bill Pulte as acting Director of National Intelligence, succeeding Tulsi Gabbard.
  • Pulte will serve in both roles simultaneously until a permanent Director of National Intelligence is confirmed.
  • Trump cited Pulte’s oversight of over $10 trillion at Fannie Mae and Freddie Mac as evidence of his ability to manage sensitive, high-stakes responsibilities.
  • Critics question whether housing finance experience translates to leading the nation’s intelligence community.

Gabbard Out, Pulte In

Tulsi Gabbard announced her departure from the Director of National Intelligence post at the end of May 2026, creating an immediate vacancy at the top of the U.S. intelligence community. Trump moved quickly to fill the gap, announcing via Truth Social that Bill Pulte — currently serving as director of the Federal Housing Finance Agency (FHFA) — would step into the acting role. The announcement came on June 2, 2026, and drew immediate national attention.

Pulte was sworn in as the 5th Director of the FHFA on March 14, 2025, following his nomination by Trump and bipartisan Senate confirmation. He chairs both Fannie Mae and Freddie Mac in that capacity. Trump praised Pulte on Truth Social, saying he had been managing “the most sensitive matters in America” and overseeing “over $10 trillion” in housing finance obligations — framing those responsibilities as direct preparation for intelligence leadership.

Who Is Bill Pulte?

Pulte, 38, is the grandson of PulteGroup founder William Pulte and founded Pulte Capital, a private equity firm, in 2011. He studied broadcast journalism at Northwestern University and became widely known on social media for philanthropic cash giveaways before entering federal service. Trump nominated him to lead the FHFA in January 2025, and he was confirmed with bipartisan support — an unusual distinction in today’s polarized Senate environment.

At the FHFA, Pulte earned a reputation as an aggressive regulator willing to shake up the housing finance establishment. He aggressively pursued what he described as fraud and mismanagement within the government-sponsored enterprises he oversaw. Supporters credit him with bringing a sharp, results-focused management style to a sprawling federal agency. His detractors, including some in the media, labeled him an unqualified “nepobaby” — a charge his confirmed Senate role and active regulatory record undercut considerably.

Dual Role Raises Practical Questions

The arrangement places Pulte at the helm of two major federal responsibilities at the same time. As acting Director of National Intelligence, he would oversee coordination across the nation’s 18 intelligence agencies. Simultaneously, he continues directing the FHFA and chairing Fannie Mae and Freddie Mac. Trump confirmed Pulte will hold both positions until a permanent Director of National Intelligence nominee is named and confirmed by the Senate.

The dual-role structure is not unprecedented — acting appointments are a standard presidential tool used to maintain continuity while permanent nominations work through the confirmation process. The more substantive debate centers on whether large-scale financial oversight experience equips an official for the mission-specific demands of national intelligence leadership. Trump’s framing argues that managing systemic risk at a multi-trillion-dollar scale demonstrates exactly the kind of executive judgment the intelligence community needs. Whether that argument holds up will depend heavily on how Pulte performs in the role and how quickly a permanent nominee is put forward.
